It's an order from an orcish general, dated from many years ago. It reads, "The rakshasa mages who attacked Gazluk City last week were killed, but the battle was too close. It is clear that we need more mages. There have been rumors that we might hire elven mercenaries to cast spells for us, but do not fear: that will NEVER happen. Orcs protect orcs!
