Speak with [[Irkima]] in the [[Red Wing Casino]] to send a pigeon. The cost to starts at 100 Councils, and increases if you send multiple messages too close together. (The birds get tired!) Attaching an item costs an additional 100 Councils, but [[Irkima]] will waive the fee for his {{favor|Close Friends}}. If an item isn't delivered after 7 days, it is returned to you.
You can't send messages to people who are ignoring you, of course, and you can turn off receiving mail entirely if you prefer in the 'Social' window, under 'Restrict'. ('Social' is the icon on the right-hand bar that looks like three little people.)
