Richter is an elf who you can interact with in some kind of sewers room that is reached by "Entering the Light" (one of the options that unlocks with the Dying skill).

The area he is in has no map. It features portals to Serbule Keep and Rahu (both usable with 8 hours cooldown) and a random portal that can be used as often as you have to. Richter sells various utility items such as Potions, Inks, basic equipment, Dye Pot and Gem Crusher.
