Used to unlock the Serbule Hills Gobstore, a chest in the southeast of Serbule Hills that holds goblin equipment. All three keys are required to open it: Gobkey Alpha, Gobkey Beta and Gobkey Gamma. Each key is carried by a Competent Goblin in one of the three goblin outposts along the road north of the gobstore.
