Just outside the Serbule graveyard (in the south/west of Serbule, so quite close to the [[Serbule Crypt]] entrance) is the altar where the [[Animal Handling]] skill can be learned. This is a temporary alpha test solution. This will be changed later, so the Animal Handling skill will be obtained through a quest.
