a lottery, each recipe can only be completed a number of times so the amount of ingredients required is fixed. The research mechanic simply adds a little randomness to the order in which you receive the abilities.
Not all staffs are produced with the proper runes to handle the use of magic. Casting Fire Magic requires the use of a Fire Staff.
