Xegatis is a boss Nightmare Creature found in Boarded up Basement. At the far end of the main hallway, take left. Note that you have to get through a couple Hook Beasts on the way.
FAILED AGAIN! It's over. No more experiments. No amount of healing can fix us: we were meant to feel only pain. But why? Why did Dalvos make us? What purpose could we possibly serve?
If there is hope left in me, it is the hope that I can some day repay Dalvos for creating us
