Feb 3 Update

(Server-only update, no patch)

Very sorry for the down time! Fixed bugs:

- Some 3-hour-reset chests could be repeatedly looted

- Slow effects were being treated as root effects

- Cows could not be milked

- Some of the new quests on Pennoc were extremely bugged

We'll have another update to fix more bugs soon.
