Teleportation can be learned through the book Teleportation for Beginners, which is sold by the fairies Flia and Jesina. The skill requires gems (mostly Amethysts easily acquired through Geology) with a small chance that a gem will be consumed when the skill is used.

The first time you bind to a Teleportation Circle rewards 200 Bonus Teleportation XP. You can see a count of how many unique teleportation circles you've already bound to in each zone by going to: Skills pane > Teleportation and select the button there.
Anchor Runes
Some Teleportation recipes require the use of an Anchor Rune.
