Statehelm Mint

The Statehelm Mint is a Council bank found in Statehelm that issues and redeems s to businesses. A player must purchase a license before they are able to use this service.
It is assumed that Councils, Walls (tenth of a Council), and Screeds (20 Councils) are minted here and distributed into circulation around Alharth.
