Velkort lives in a house in Serbule, he is found near the well. He is easily noticed as there is usually a Sentient Flame creature nearby (possibly one of his creations, neato!).

Training
Velkort sells Fire Magic Research scrolls all the way from level 5 to level 50. These can be used to research new Fire Magic spells.
You must be near a stove to perform these recipes, conveniently a stove is in a nearby building just north of Velkort's house.
