Found occasionally (5-7% EDIT: seems far lower than this; received 2 books in 90 minutes of just picking up scrolls and private belongings) by picking up scrolls and private belongings in the houses of the Rakshasa, in Rahu. This is by far the easiest way to obtain the books if you're a lower combat level.
