Summary
Pennoc in Serbule told you to tip a bunch of other players with the /tip command. You should tip players at least 10 coins.

Preface
“What we need to cure boredom is culture! And culture demands patrons. So help me foster some culture -- go tip people! Give them at least 10 Councils apiece -- nobody likes a cheapskate.
