Summary
Pennoc in Serbule told you to go out and skin a bunch of animals. You'll need a Skinning Knife or similar tool in your inventory.

Preface
“Skin carcasses for me! Take a skinning knife and just... yeah, skin them! So gross! But don't do it in town -- I don't want to watch you do it, I just want to be amused by the knowledge that you're out there doing it.
