Richter is an elf who you can interact with in some kind of sewers room that is reached by "Entering the Light" (one of the options that unlocks with the Dying skill).

The area he is in has no map. It features a portal to Serbule Keep (there may be other portals available as Dying skill further improves, though it is unconfirmed).

Sells

Richter sells various utility items such as Potions, Inks, basic equipment, Dye Pot and Gem Crusher. It's not quite clear what the utility of this is, since your character will then most likely appear in Serbule town, where many merchants are available.
