Mythander offers access to the stable menu starting at [Neutral] favor.

He also offers humanoid adventurers the opportunity to learn Riding and obtain a horse. (Horses are currently a generic prototype model (Gen 1) for testing purposes and cannot be bred at this time. You can, however, rename them at any stables.)

Riding skill can be obtained by paying 3000 Councils or by completing Mythander's Mystery Rocks quest. The horse always costs an additional 3000 Councils. Basic riding tack and gear can be obtained from player Saddlery crafters or from Pasha in Ilmari.
