To start this quest, talk to Elahil in Serbule.

Elahil needs you to deliver some arrowheads to Joeh. You can find Joeh in his shop, 2 houses down from Elahil's with the crossed sword sign hanging out. Talk to Joeh then head back to Elahil to finish the quest; congratulations!
