There are two requirements to join the Statehelm School of Magic. First, you'll also need to get recommendations from wizards that I trust. Here are some names. Get at least three to sign off on your competence. Oh, and don't bother trying to forge these letters. If they agree to recommend you, these good folks will know how to contact me directly.

Fransesca is perhaps the most well-respected Necromancer in the country. That is, since her husband died. Personally I think Fransesca has always been the superior schollar, but Steven was definitely the better teacher.
And speaking of that: Fransesca is expected to start teaching Ethical Necromancy classes at some time in the future, but she's still grieving her spouse. So those classes are on hold for now.
