Hulon the Hoarder is the vaultmaster of Serbule Keep. He offers Storage.

Additional vault slots can be bought for councils (ie. gold), each vault slot costing more than the previous one.

Note that making gifts and gaining favor with Hulon does not change the cost of vault slots.
