Elahil needs you to deliver some arrowheads to Joeh. He gives you 1 Expert's Arrowheads. You can find Joeh in his shop, 2 houses down from Elahil's with the crossed sword sign hanging out. Talk to Joeh then head back to Elahil to finish the quest; congratulations!
