Decree on Mages' Rite of Passage

It's an order from an orcish general, dated from many years ago. It reads, "The rakshasa mages who attacked Gazluk City last week were killed, but the battle was too close. It is clear that we need more mages. There have been rumors that we might hire elven mercenaries to cast spells for us, but do not fear: that will NEVER happen. Orcs protect orcs! And orc magic is strong!

We must have more orc mages, but most of our young mages die in the Rite of Passage. My counsel tells me that this is because training in magic takes longer than training with weapons. Due to our pressing need, I declare a new law: children who show skill in magic may delay their Rite of Passage until age 17. These two extra years must be spent in study of magics and related trickery. When they take the Rite, they may not use a weapon, only magic.

If they survive, they shall be treated as true orcs."
