It seems to drop fairly often from Cold Elementals and Misery Yaks.

Serbule Sewers

Can be found on Baby Slimes. It seems to be an uncommon drop.

Eltibule Bovines

Both the Feral Cow and the Feral Bull seem to have a higher chance to drop Sulfur than most other mobs. This chance is still around one out of fifteen mobs.

Myconian Cave

Some mobs in the Myconian Cave will drop Sulfur, although it is a rare drop.

Brain Bug Cave

Preserved Corpses may drop Sulfur.

Kur Tower

The Striga Shaman in Kur Tower have a good chance to drop Sulfur, Fire Dust, or Saltpeter.
The Preserved Corpse have low chance to drop Sulfur

Everything else

Pretty much every wild animal in Serbule, Eltibule, and Kur Mountains has a low chance to drop Sulfur.
